Best VPN for Windows: Seven Options by Controls and Household Fit

A desktop pc and laptop with symbols for privacy controls, plan terms and household devices

Quick verdict: NordVPN is my general Windows starting point for useful connection controls and a manageable app. Choose Proton VPN for uncapped ongoing Free access, Surfshark for a large paid household or PIA for detailed routing. ExpressVPN, Windscribe and CyberGhost address different preferences, so check the relevant mini review before buying.

A Windows VPN needs to fit the PC you own and the way your household connects. This guide separates current app support, excluded traffic, free allowances and paid subscription limits. My existing usability judgments are combined with current provider documentation; a supported feature is not a new speed or malware-detection result.

Ranked shortlist

  1. NordVPN: best general Windows choice
  2. Proton VPN: best uncapped free starting point
  3. Surfshark: best for a large household
  4. ExpressVPN: best for a straightforward app

1. NordVPN: Best general Windows choice

NordVPN remains my starting recommendation for a Windows household that wants useful connection controls in an approachable app. Its broad feature set is the reason for that choice; the ranking is not a claim that it wins every speed test.

The current Windows download page supports Windows 10 and 11 on x64 and ARM64. Older Windows 7/8.1 and 32-bit builds receive neither feature nor security updates. NordLynx, OpenVPN and NordWhisper offer different connection options; split tunnelling can exclude selected traffic.

Paid bundles are different. Do not buy the VPN-focused plan expecting every antivirus, password-manager or identity feature advertised elsewhere. The current next-generation antivirus feature is not available on ARM devices. Malware scanning and a VPN tunnel are separate protections.

One subscription allows 10 simultaneous devices. Compare the full initial payment, renewal amount and included bundle at checkout rather than treating a headline monthly equivalent as a monthly bill.

Useful strengths

  • Useful Windows connection and traffic controls
  • 10 simultaneous devices
  • x64 and ARM64 VPN apps

Meaningful limits

  • Security extras depend on the bundle and architecture
  • Legacy Windows builds no longer receive security updates

Choose NordVPN for a general Windows setup. For detailed buying context, read the existing NordVPN review. Choose Surfshark or PIA instead when an unlimited device allowance is the deciding requirement.

2. Proton VPN: Best uncapped free starting point

Proton VPN is my choice when an ongoing free plan and an open-source Windows client matter most. The free plan is useful for ordinary browsing without a monthly data meter; it is distinct from a paid trial.

The official Windows client is open source. Free access has one connection and more limited location control. VPN Plus allows 10 simultaneous connections and adds paid features such as Secure Core, NetShield, split tunnelling and supported port forwarding. Proton Unlimited is a different bundle.

Secure Core adds an extra VPN hop. That changes the route and trust model; it does not establish a measured speed penalty for every connection. An open-source client and a published audit are useful evidence, but do not make signed-in activity anonymous.

Check the exact supported Windows build before installing, particularly on an ARM laptop or an older PC. Choose the paid plan for a specific paid feature or server choice, rather than assuming that uncapped Free includes the whole Plus feature set.

Useful strengths

  • Ongoing Free plan without a data cap
  • Open-source Windows client
  • Paid privacy and routing options

Meaningful limits

  • Free location and connection limits
  • Secure Core and other Plus controls require a paid plan

For the complete assessment, see the existing Proton VPN review. The free VPN guide compares the practical alternatives.

3. Surfshark: Best for a large household

Surfshark stays in the top three because its paid VPN permits unlimited simultaneous devices. That is useful when several people use Windows PCs alongside phones and tablets.

The Windows app offers CleanWeb, a kill switch and Bypasser controls for selected apps or websites. Excluding traffic from the VPN changes its route and visible IP; it does not grant the excluded app VPN protection. WireGuard, OpenVPN and IKEv2 provide protocol choices.

Starter is the VPN-focused tier. One and One+ add separate services, so antivirus and data-removal features must not be attributed to every subscription. Check the Windows build and bundle for the feature you actually need.

The paid allowance and trial allowance differ. The advertised trial is limited to three devices, while a paid VPN plan has the unlimited allowance. A paid website money-back offer is also different from a trial or store purchase.

Compare the initial total with the later renewal period. An inexpensive monthly equivalent on a long prepaid term is not a promise that annual renewal will stay at that rate.

Useful strengths

  • Unlimited simultaneous devices on paid VPN
  • Useful app and website exclusions
  • An approachable Windows interface

Meaningful limits

  • Antivirus and identity extras are separate bundles
  • Trial and paid device allowances differ

Choose Surfshark for household device coverage. Read the existing Surfshark VPN review and device allowance guide for the broader context.

4. ExpressVPN: Best for a straightforward app

ExpressVPN remains the option I would put in front of someone who wants a straightforward Windows connection workflow. That preference is a usability judgment, not a guarantee of uninterrupted connections or access on a filtered network.

The Windows setup instructions explain the genuine app and its controls. Lightway is an available protocol, while the kill switch helps address an unexpected tunnel interruption. Check the configured mode and exclusions before relying on it.

The previous eight-to-ten device claim is outdated. The current allowances are Basic 10, Advanced 12 and Pro 14 simultaneous devices. Compare the same tier throughout the purchase decision.

MediaStreamer is a Smart DNS service for suitable devices. It is not an encrypted VPN tunnel for that device. Likewise, a vendor statement about obfuscation or reconnection should not be read as a measured Impulsec result.

Paid renewal and introductory terms differ. Choose the app workflow when that reduces setup friction; choose PIA when detailed routing and protocol settings are the priority.

Useful strengths

  • Straightforward Windows workflow
  • Plan-specific allowances of 10, 12 or 14 devices
  • Smart DNS option for suitable non-VPN devices

Meaningful limits

  • Bundle choice changes the device allowance
  • Smart DNS does not encrypt device traffic

Read the existing ExpressVPN review for the broader platform and buying assessment.

5. Private Internet Access: Best for routing and protocol controls

Private Internet Access is my recommendation for Windows users who want to make deliberate connection choices. Its exposed settings are useful for someone who wants that control, and may add unnecessary work for someone who only wants to press Connect.

The current Windows app supports Windows 10/11 on Intel or AMD x64 and ARM64. It offers WireGuard and OpenVPN, split tunnelling and a kill switch. OpenVPN encryption settings should not be described as WireGuard settings.

Unlimited simultaneous devices make PIA another household option. Supported-location port forwarding is useful for a specific incoming-connection requirement; it is not available in every VPN location.

PIA’s proxy-assisted Multi-Hop route is different from routing through two independent VPN tunnels. MACE filtering can block relevant domains, but cannot establish that an executable file is safe.

Choose PIA for its controllable routing rather than an unsupported promise of better streaming, lower latency or a universal cheapest price. Check the current total and renewal period against the other plan you would actually buy.

Useful strengths

  • Detailed Windows routing and protocol controls
  • Unlimited simultaneous devices
  • Native ARM64 support

Meaningful limits

  • More settings to understand
  • Port forwarding depends on VPN location

Choose PIA for hands-on configuration. NordVPN or ExpressVPN may better fit a household that wants fewer setup decisions.

6. Windscribe: Best capped free alternative

Windscribe remains a separate free choice because it combines a selectable-location approach with useful filtering and connection controls. Its allowance means it suits lighter browsing better than an uncapped data requirement.

The Windows client supports 64-bit Windows 10/11, with native ARM64 support. Its Firewall uses Windows filtering controls to address traffic outside a working VPN connection. Split-tunnelling behaviour still needs to be understood alongside the chosen settings.

Free access supplies 2GB per month without a confirmed email or 10GB with one. Paid Pro removes the data cap. These are ongoing plan differences, not a refund-backed free trial.

R.O.B.E.R.T. is DNS filtering. The free and paid filtering options differ, and a blocked domain is not a malware scan of a downloaded file. Unlimited connections on your own account are not permission to share the account with other people.

Choose Windscribe when its free controls and selectable locations matter more than unrestricted data. Choose Proton Free when the monthly data meter would be the main frustration.

Useful strengths

  • An ongoing free option with connection controls
  • 2GB or confirmed-email 10GB monthly allowance
  • Native Windows ARM64 support

Meaningful limits

  • Free data cap
  • Own-account connections are not multi-person account sharing

Use the existing Windscribe VPN review, download guide or Free breakdown for the next step.

7. CyberGhost: Best for task-labelled server choices

CyberGhost earns its place by organising server choices around tasks. Streaming, gaming and P2P labels can make a large server list easier to approach, even though a label cannot guarantee that a service will work.

The Windows app supports Windows 10 and 11 and offers OpenVPN and WireGuard. Seven simultaneous devices may be enough for one household, but it is a lower allowance than the unlimited paid options.

Do not equate every provider’s split-tunnelling description. Check CyberGhost’s documented Exceptions scope and protocol before expecting the same app-exclusion workflow as PIA or Surfshark. Older Windows manual setup is not a substitute for an operating system receiving security updates.

The website refund windows are 45 days for subscriptions of six months or longer and 14 days for a one-month subscription. App-store purchases follow their store’s terms. A Windows free trial is a separate offer.

Choose CyberGhost for task-led selection, rather than a supposed winner in unverified streaming comparisons. Check the initial payment and the later billing period; a long initial term can renew annually.

Useful strengths

  • Task-labelled Windows server lists
  • Seven simultaneous devices
  • Different documented refund windows by term

Meaningful limits

  • Task labels do not guarantee service access
  • Exceptions and refunds have scoped conditions

Read the existing CyberGhost review and free-trial explanation before choosing the offer.

Compare household allowances

Paid VPN device allowances for a Windows householdNordVPN and Proton VPN Plus each allow ten simultaneous devices. Surfshark and PIA allow unlimited paid devices. ExpressVPN Basic allows ten, Advanced twelve and Pro fourteen. Windscribe allows unlimited own-account connections, without account sharing. CyberGhost allows seven. Free and trial allowances differ from these paid limits. How many devices can connect at once?Paid allowances, not performance measurementsNordVPN10 devicesProton VPN Plus10 devicesSurfshark paid VPNUnlimitedExpressVPN Basic10 devicesExpressVPN Pro14 devicesAdvanced allows 12; Pro allows 14.Private Internet AccessUnlimitedWindscribe own accountUnlimitedDo not share an account with other people.CyberGhost7 devicesProton Free: one connection. Surfshark trial: three.Plan and account scope matter beside the headline.
Paid device allowances help compare household fit. Free access, trials and account-sharing terms have different limits.

An unlimited allowance does not remove a provider’s account-use rules. Count the devices that need a simultaneous connection, then compare the paid tier, trial or Free plan you actually intend to use.

Compare the initial charge and renewal

Use your checkout currency, full prepaid total and later billing period. A dollar figure is not a UK price unless the offer is actually quoted that way. On the checked displayed EUR ExpressVPN Basic offer, €69.72 covers the first 28 months; the listed annual renewal is €79.95. The first-term equivalent is $83.72 ÷ 28 = €2.49 per month, while the renewal equivalent is $99.95 ÷ 12 ≈ €6.66. Tax, region and eligibility can change the checkout.

For CyberGhost’s displayed US offer, $56.94 covers the first 26 months, then the listed $56.94 charge is annual: about $2.19 initially versus $4.75 per renewal month. The unchanged cash amount buys a shorter later term. These are dated examples checked 12 October 2026, not guaranteed future or UK prices.

Compare the amount payable rather than multiplying an advertised monthly equivalent by an assumed term. Read the cheap VPN guide for a cost-led choice.

How I assess and rank the Windows choices

My ranking combines established product use and usability judgments with documented Windows capabilities, plan boundaries and current buying terms. It is an editorial choice for a Windows PC or laptop, rather than a new uniform speed test. A provider’s general review score does not automatically determine its position here.

I retained seven recommendations because they address distinct decisions: a general Windows workflow, uncapped Free access, large-household coverage, a straightforward app, detailed routing, a capped free alternative and task-labelled servers. NordVPN stays first for the general use case; the alternatives are labelled by the condition that can make them a better choice.

What evidence matters?

Check the specific app and plan, not a vendor-wide feature list. Open-source code and independently published audits can inform the privacy decision, but neither proves an Impulsec speed result or guarantees future behaviour. Look for the audit’s scope and date before treating it as evidence of a particular control.

Check the actual Windows PC

Check Windows version and processor architecture before paying. A current x64 installer is not automatically an ARM64 installer. An older downloadable build or manual connection guide is not evidence that either the VPN build or the operating system still receives security updates.

Then check the kill-switch mode, reconnect behaviour, protocol and excluded apps for the task you care about. The settings affect which traffic is covered. A supported protocol is a documented option, not proof of the fastest nearby server.

VPN, HTTPS and excluded traffic

Illustration of a desktop monitor with a shield and padlock
Illustration: a vpn is one part of a desktop privacy setup.

For traffic included in the VPN, the tunnel runs from your Windows PC to the VPN server. The destination normally sees that server’s exit address. HTTPS/TLS is a separate connection from the browser or app to the website, and continues beyond the VPN server when HTTPS is used. A VPN does not upgrade an ordinary HTTP connection to HTTPS.

An excluded app takes the ordinary network route and may reveal your normal public IP. Its HTTPS connections can still use TLS. Logging into an account, endpoint compromise, phishing or an unsafe download remains a separate issue; domain filtering and a VPN tunnel are not a complete malware-protection system.

Which Windows VPN should you choose?

Start with NordVPN if you want the general Windows recommendation. Confirm your architecture and bundle, then compare the actual payment and renewal terms.

Choose Proton Free if ongoing uncapped data is the priority. Choose Surfshark for a large paid household, or PIA when detailed traffic routing makes the difference. ExpressVPN, Windscribe and CyberGhost remain useful conditional choices explained in their mini reviews.

For the broader use case, see the main VPN guide. For public networks, the public Wi-Fi guide explains the practical connection checks.

Frequently asked questions

What is the best VPN for Windows 11?

NordVPN is my general starting choice for documented connection controls and an approachable Windows app. The right choice changes when uncapped Free access, an unlimited paid device allowance or detailed routing is the main requirement. Confirm the processor architecture and bundle.

Which free VPN is best for Windows?

Proton Free suits a no-data-cap requirement, with one connection and limited location control. Windscribe is an alternative with 2GB monthly access without a confirmed email or 10GB with one, plus different free connection and filtering controls.

Does a paid VPN plan include antivirus?

Not automatically. A VPN tunnel, DNS filtering and file or endpoint antivirus are different protections. Nord and Surfshark security extras depend on the bundle and platform. Check the exact included feature instead of relying on a vendor-wide headline.

Does Windows have a built-in VPN?

Windows has a VPN client, which needs server details from a workplace or provider. It does not give you a consumer provider’s server network or make a promise about that provider’s logging. Follow the organisation’s rules on a managed PC.

Will split tunnelling keep every app in the VPN?

No. Excluded traffic can take the ordinary network route and use your normal public IP, depending on the app and settings. HTTPS can still protect a browser-to-website connection on that route, but it is different from a PC-to-VPN-server tunnel.

Is a money-back guarantee the same as a free trial?

No. A paid website guarantee requires a purchase and has refund conditions. A trial and an ongoing Free plan have their own access limits. CyberGhost’s monthly and longer-plan refund windows differ, and app-store purchases follow store terms.
